Because pets have fur that covers their bodies, most can tolerate the winter season over the summer season. Some even have more energy as the temperature starts to cool down.

If your pet has short fur, then getting cold faster than the long-haired ones is a valid concern. Also, compared to taller pets, short-legged ones could have much more contact with ice and snow. Pets with long hair could likely stay outdoors longer and would probably not require coats in most situations.
