Puppies may at times jump up onto people as a common behavior and pet owners tend to manage this inappropriately. Do take note as well that most pet dogs will jump up to people because they get rewarded one way or another. If the person who got jumped leans down and pets the misbehaving puppy, then this is exactly what the puppy wanted and got, therefore he will not cease the behavior. The extinction burst may happen if a pet dog that is used to jumping up to people for rewards suddenly notice that any positive reinforcement is suddenly gone. This behavior might worsen over a few days if attention or reinforcement continues to be withheld. Just be consistent and your dog will in time drop the behavior. Be advised though that it does take a while, possibly weeks, before your dog’s unwanted jumping behavior is totally halted.
